Commercial Financing Across Prince Edward Island
Indi Commercial arranges commercial mortgages for property across Prince Edward Island — apartment buildings, new rental construction, inns and hotels, retail, mixed-use and owner-occupied premises — through Indi Mortgage, which is licensed in all four Atlantic provinces. We compare bank, CMHC-insured, credit union and private lenders, and match each deal to one whose criteria fit the property.

Prince Edward Island has the smallest population of the four Atlantic provinces, and it is growing quickly. The 2021 Census counted 154,331 Islanders, 8.0% more than in 2016, and Statistics Canada's preliminary estimate for July 1, 2026 is 182,989. New housing has struggled to keep up with that growth, and the shortfall drives most of the commercial lending on the Island: new purpose-built rental, sales of existing apartment buildings, and the shops, clinics and service premises that follow new neighbourhoods.
The work is concentrated around the capital. The Charlottetown census agglomeration, which takes in the city and the communities around it, had 78,858 residents in 2021, about half the province. CMHC's October 2025 Rental Market Survey found 1.6% of purpose-built apartments vacant in the Charlottetown area, and two-bedroom units renting for $1,300 a month on average. Because PEI ties each year's allowable rent increase to the unit, those in-place rents are the starting point for every loan a lender sizes here.
Summerside is the second centre, with 18,157 people in its census agglomeration in 2021 and an average two-bedroom apartment rent of $1,263 in the same CMHC survey. CMHC grades its apartment-only vacancy estimate for Summerside 'use with caution', so we work from actual rent rolls there; the broader row-and-apartment figure of 3.2% carries a better grade. Beyond the two cities, Island lending is smaller and more seasonal: inns, cottages and campgrounds along the north shore, fisheries and farm businesses in Kings and Prince counties, and main-street commercial in towns such as Montague, Kensington and Souris. Fewer lenders compete for those files, which is where comparing them pays off.

Lenders active in Prince Edward Island
Island commercial deals draw on both national and local money. From our panel, the chartered banks — CIBC, TD, Scotiabank, RBC and BMO — compete for stabilized rental and well-covenanted business premises, CMHC-approved lenders such as First National Financial handle insured multifamily, and BDC and Roynat Capital look at owner-occupied and business-backed files. Private and alternative lenders such as Peakhill Capital, Graysbrook Capital and Keystone Financial cover short-term and transitional needs, at a higher cost. Local credit unions are also active commercial lenders on the Island, especially on smaller deals.
On PEI the rent story usually decides the lender more than the address does. Because the allowable increase is set every year and stays with the unit, a building's income grows slowly and predictably. That suits insured and bank lenders who underwrite in-place rents, and it catches out buyers who priced in rent upside the rules won't allow. Seasonal hospitality narrows the field again: only some lenders take tourism income, and they want several seasons of results. Our job is to know, before you apply, which of them is taking Island files on your asset type right now.
Regulatory and cost notes
- Mortgage brokerage licensing: Indi Commercial is the commercial division of Indi Mortgage, which is licensed across all four Atlantic provinces. The brokerage licence shown on this site is Nova Scotia Mortgage Brokerage Licence 2025-3000688, held by Indi The Independent Mortgage Company Ltd.
- Real property transfer tax: Registering a deed on the Island triggers a tax of 1% on whichever is greater: the price paid or the property's assessed value. Nothing is owed when that greater amount is $30,000 or less. These terms come from the Act's office consolidation current to May 29, 2026, which is not the official version, so have your lawyer confirm the amount and whether any exemption applies. (PEI Legislative Counsel Office — Real Property Transfer Tax Act, ss.3–4 (office consolidation))
- Allowable rent increase, 2026: The Director of Residential Tenancy set this year's allowable increase at 2% on every rental unit, heated or unheated, effective January 1, 2026. Landlords must give at least three months' notice of an increase, and can apply for up to an additional 3%. (PEI Rental Office — 2026 Maximum Annual Allowable Rent Increase)
- Allowable rent increase, 2027: Next year's allowable increase is 2.1% on all rental units, effective January 1, 2027. It is the number to use for the coming year in any rent projection prepared now. (PEI Rental Office — 2027 Maximum Annual Allowable Rent Increase)
- How PEI rent control works: Under the Residential Tenancy Act the yearly allowable increase cannot exceed 3%; it has been set by the Director of Residential Tenancy since 2024, and by IRAC before that. Increases attach to the unit rather than the tenant, and rent cannot be raised automatically when one tenant moves out and another moves in, so below-market units stay below market. (PEI Rental Office — Rent Increases)
- CMHC: CMHC serves Prince Edward Island from its Atlantic Business Centre in Halifax, the office for the whole Atlantic region. (CMHC — Regional offices)
How deals tend to structure in Prince Edward Island
Typical: buying a stabilized apartment building in Charlottetown
A buyer taking over an established building inherits its rent roll, and under PEI's rules that rent roll moves only by the allowable increase each year, even when units turn over. Lenders size the loan on the rents in place today, so a price built on market rents the building cannot reach leaves a gap the buyer fills with more equity. We test the price against conventional and CMHC-insured sizing before the offer goes firm, not after.
Typical: new rental construction in Summerside with an MLI Select takeout
A builder adding purpose-built rental in Summerside usually funds construction through a bank or credit union, then moves into a CMHC-insured MLI Select mortgage once the building is leased. With CMHC's Summerside apartment vacancy estimate graded low-reliability, lenders put more weight on local leasing evidence and the builder's track record. The affordability and energy points decide how far the takeout stretches, so we model the points and the opening rents before the first draw is requested.
Typical: a seasonal inn or cottage resort on the north shore
Tourism property near Cavendish and along the north shore earns most of its revenue in a few summer months. Lenders that accept seasonal income want several years of financial statements, a conservative debt-service cushion and an operator who has run the business through a slow season. When the books don't show that yet — after a renovation or a change of owner — a bridge loan can carry the property until a conventional lender will step in.
Frequently asked questions
Can Indi Commercial finance commercial property on Prince Edward Island?
Yes. Indi Commercial is the commercial division of Indi Mortgage, which is licensed in all four Atlantic provinces, and we arrange financing for Island property from Charlottetown to West Prince. The licence number shown on this site is our Nova Scotia brokerage licence, 2025-3000688. The details are in How we work across Atlantic Canada (/about#atlantic).
How much is the real property transfer tax on a PEI commercial purchase?
One percent of the greater of the purchase price and the assessed value, paid when the deed is registered. If that greater figure is $30,000 or less, no tax applies. On a commercial building, budget for it alongside legal, appraisal and environmental costs, and ask your lawyer whether any exemption fits your purchase.
How does PEI rent control change what a lender will lend on an apartment building?
It limits how fast income can grow. The allowable increase is 2% for 2026 and 2.1% from January 1, 2027, the Residential Tenancy Act caps it at 3%, and it stays with the unit when tenants change. Lenders size the loan on today's rents with modest growth, so the purchase price or construction budget has to work on those numbers. An extra increase a landlord has applied for but not yet received is treated as upside, not income.
What are vacancy and rents like in Charlottetown and Summerside?
In CMHC's October 2025 survey, Charlottetown-area purpose-built apartments were 1.6% vacant and two-bedroom units averaged $1,300 a month; in Summerside, two-bedroom apartments averaged $1,263. CMHC grades its Summerside apartment vacancy estimate 'use with caution', so we lean on actual rent rolls there.
Which lenders finance commercial property on PEI?
Chartered banks, CMHC-approved lenders for insured rental, BDC for owner-occupied and business-backed deals, private lenders for short-term needs, and local credit unions, which are active commercial lenders on the Island. Which one fits depends on the asset, the leverage, the timeline and whether the income is seasonal.
Is CMHC MLI Select available for apartment projects on the Island?
Yes. MLI Select covers new and existing rental buildings with five or more units, and the leverage and amortization it allows depend on the points a project earns for affordability, energy efficiency and accessibility. CMHC serves the Island from its Atlantic Business Centre in Halifax. Our CMHC MLI Select guide walks through the points and tiers.
How long does a commercial mortgage take to close on PEI?
Allow 30 to 60 days for a conventional purchase or refinance once the lender has a complete package, and 60 to 120 days or more for a CMHC-insured loan. Ordering the appraisal and any environmental report early usually saves the most time, because third-party reports are often the longest step.
Can you finance a hotel, inn or cottage property on PEI?
Often, yes, through lenders that accept seasonal income. Expect them to ask for several years of financial statements and a stronger debt-service cushion than on year-round property. If a recent purchase or renovation means the statements don't yet reflect the business, a bridge loan can fill the gap.
Which Island communities do you work in?
Anywhere on the Island: Charlottetown, Stratford, Cornwall and Summerside, and smaller centres such as Montague, Kensington, Souris, Borden-Carleton and the north shore. Fewer lenders compete for files outside the Charlottetown area, which makes comparing them more valuable there.
How do I get started on a PEI deal?
Use the form below to send the property address, the loan you need and your timeline, or book a 15-minute call. You get a straight read on structure and the lenders likely to fit before you apply anywhere.
