Commercial Financing Across Newfoundland and Labrador
Yes. Indi Commercial arranges commercial mortgages on property throughout Newfoundland and Labrador, through Indi Mortgage, which is licensed across Atlantic Canada. That covers apartment buildings, new construction, industrial and retail space, hotels and the premises a business owns. We shop each file across banks, CMHC-insured lenders, credit unions and private lenders, then place it where the criteria fit.

Newfoundland and Labrador had 510,550 residents in the 2021 Census, 1.8% fewer than in 2016. Statistics Canada's preliminary estimate for July 1, 2026 is 552,462, so the province has gained people since that count. The capital region moved the other way during the census period: the St. John's census metropolitan area grew 2.0% to 212,579, and the town of Paradise, within it, grew 7.3% to 22,957. Much of the province's commercial lending happens on that part of the Avalon Peninsula — apartment buildings in the city, industrial and service-commercial space in Mount Pearl, offices and hotels downtown, and new rental and retail in the growing towns around them.
CMHC's October 2025 Rental Market Survey found 2.0% of purpose-built apartments in the St. John's area vacant, with two-bedroom units renting for $1,361 on average. Those are the numbers a lender starts from when it sizes a loan on an apartment building. The province sets no ceiling on how much a landlord can raise the rent, but an increase can come only once in 12 months and needs six months' written notice on a monthly or fixed-term tenancy. Lenders therefore underwrite the rents tenants pay today, not the rents an owner expects to reach after a few years of increases.
Beyond the Avalon the market thins out. Corner Brook anchors the west coast, Gander and Grand Falls-Windsor serve central Newfoundland along the Trans-Canada Highway, and Happy Valley-Goose Bay and Labrador City are the main centres in Labrador. Each town has its own mix of rental, retail, hospitality and industrial property, and a local economy that leans on a handful of employers or industries. Fewer lenders compete for each deal there, so the file has to show why the property and the borrower will hold up through a slow year, and picking the right lender first saves weeks.

Lenders active in Newfoundland & Labrador
Our lender panel includes the chartered banks — CIBC, TD, Scotiabank, RBC and BMO — along with CMHC-approved lenders such as First National, BDC for owner-occupied and business-backed purchases, Roynat Capital, and private lenders such as Peakhill Capital, Graysbrook Capital and Keystone Financial for bridge and transitional loans. Local credit unions are also active commercial lenders in Newfoundland and Labrador.
Appetite varies by lender and by location. National and CMHC-approved lenders compete hardest for stabilized multifamily and well-leased property in and around St. John's. Outside the Avalon, fewer of them will quote, and those that do give more weight to the borrower's track record, the tenant mix and how deep the local resale market is. Private lenders take deals that need speed or don't yet meet bank criteria, at a higher cost and usually for a short term, with a refinance planned as the exit.
Regulatory and cost notes
- Mortgage brokerage licensing: The Mortgage Brokerages and Brokers Act, SNL 2023 c. M-17.1, and its regulations came into force on April 1, 2025 and set up the province's licensing framework. Government Services, a provincial department, licenses mortgage brokerages and brokers and deals with complaints about them. Indi Commercial works through Indi Mortgage, which is licensed across Atlantic Canada. (Government of Newfoundland and Labrador — Mortgage Brokerages and Brokers Regulation)
- Registering the deed: The Registry of Deeds charges $100 to register a conveyance where the property's value is $500 or less, and $100 plus 40 cents for each additional $100 (or part of $100) above that, under its schedule of fees dated May 1, 2007. Confirm every closing cost on a purchase with your lawyer. (Government of Newfoundland and Labrador — Registry of Deeds schedule of fees (May 1, 2007))
- Registering the mortgage: A mortgage securing more than $500 is registered on the same formula — $100 plus 40 cents per additional $100 — and nobody pays more than $5,000 to register a mortgage or charge. (Government of Newfoundland and Labrador — Registry of Deeds schedule of fees (May 1, 2007))
- Rent increases: The Residential Tenancies Act, 2018 places no limit on the amount of a residential rent increase. Rent can go up once in a 12-month period and not in the first 12 months of a rental agreement, with at least 6 months' written notice for a month-to-month or fixed-term tenancy and 8 weeks for week-to-week. (Government of Newfoundland and Labrador — Guide for Landlords and Tenants: Increasing Rent)
- CMHC: CMHC's Atlantic Business Centre is in Halifax and serves the region, including insured multifamily files on Newfoundland and Labrador property. (CMHC — Regional offices)
How deals tend to structure in Newfoundland & Labrador
Typical: an older St. John's walk-up bought to renovate
An investor buying a dated apartment building in St. John's often closes with bridge or private financing, renovates units as they turn over, then refinances into a conventional or CMHC-insured loan once the rents have reset. Because an increase on a sitting tenant needs six months' written notice and can come only once in 12 months, the bridge term has to allow for that lag. The refinance is then sized on the rent roll the building actually shows, so the plan works only if the renovated units lease at the rents assumed.
Typical: new purpose-built rental in Paradise or Conception Bay South
A builder putting up a rental building of five or more units on the Northeast Avalon usually funds the work through a construction lender that releases draws against completed stages, then moves to CMHC MLI Select after lease-up. The construction lender wants to know the permanent loan is realistic before it advances anything, so we test the project against MLI Select's affordability, energy and accessibility criteria before the first draw request.
Typical: a business buying its own building in Corner Brook or Gander
An established business in a regional centre buying the property it operates from is underwritten on its own earnings as much as on the real estate. BDC, the banks and private lenders each set different limits on leverage and amortization for owner-occupied property in a smaller market. Several years of profitable financial statements, and a clear plan for how much of the building the business will use, widen the choice of lenders.
Frequently asked questions
Can Indi Commercial arrange a commercial mortgage in Newfoundland and Labrador?
Yes. Indi Mortgage is licensed across Atlantic Canada, and our commercial team places financing on every major property type in the province. For the steps on a deal outside Nova Scotia, see How we work across Atlantic Canada (/about#atlantic).
Who regulates mortgage brokers in Newfoundland and Labrador?
Government Services, the provincial department that licenses mortgage brokerages and brokers and handles complaints about them. It does so under the Mortgage Brokerages and Brokers Act, SNL 2023 c. M-17.1, which took effect with its regulations on April 1, 2025.
What does it cost to register a commercial purchase in Newfoundland and Labrador?
The Registry of Deeds charges a fee on both the deed and the mortgage. Registering the deed costs $100, plus 40 cents for every $100 (or part of $100) of value above $500. Registering the mortgage uses the same formula, up to a maximum of $5,000. Ask your lawyer to confirm the full closing costs, since legal, appraisal, environmental and lender fees come on top.
Is there a cap on rent increases in Newfoundland and Labrador?
No. The Residential Tenancies Act, 2018 doesn't limit the size of an increase, but it controls the timing: one increase in any 12-month period, none in the first 12 months of a rental agreement, and at least six months' written notice for monthly and fixed-term tenancies, or eight weeks for week-to-week. Lenders see that as room to bring rents to market over time, not as a reason to underwrite projected rents.
Which lenders finance commercial property in Newfoundland and Labrador?
The chartered banks, CMHC-approved lenders for insured apartment loans, BDC for owner-occupied and business-backed deals, local credit unions, and private lenders for short-term or non-standard files. The right one depends on the property type, the town, the leverage you need and how quickly you have to close.
Is CMHC MLI Select available for apartment buildings in Newfoundland and Labrador?
Yes. It's a national program for purpose-built rental of five or more units, and CMHC's Atlantic Business Centre in Halifax serves files from across the region. The points a project earns for affordability, energy efficiency and accessibility decide how much leverage and amortization it can get. Our CMHC MLI Select guide walks through the tiers.
How long does a commercial mortgage take to close in Newfoundland and Labrador?
Plan on 30 to 60 days for a conventional purchase or refinance once the lender has a complete file. CMHC-insured multifamily usually needs 60 to 120 days or more, because CMHC reviews the loan as well as the lender. Ordering the appraisal and any environmental report early is the simplest way to protect a closing date.
Do you arrange financing outside St. John's?
Yes. We arrange financing across the province, including Mount Pearl, Paradise, Conception Bay South, Corner Brook, Gander, Grand Falls-Windsor and Labrador. Smaller markets draw fewer lenders, so a well-prepared file and the right first approach count for more there.
How do lenders treat a property that depends on the resource economy?
They look at how much of the income relies on one employer or industry. A building leased to a mining or offshore supplier, or rental housing in a town built around one industry, may be offered lower leverage or a shorter term than a similar property in St. John's. Long leases, strong tenants and a record of steady occupancy through past downturns all help.
How do I get started on a Newfoundland and Labrador deal?
